Altogether, the company has developed, financed, constructed and operated over 9,000 megawatts of domestic and international generating capacity including the two largest gas-fired, merchant power plants in the United States.

Project Evaluation and Development
Panda Energy prides itself in being one of the very finest developers in the merchant power industry. No company is more thorough in its due diligence to ensure that each potential project has all the essentials in place for success including:

Panda’s experienced team of developers know how to evaluate and manage the details — from conducting environmental analyses and engineering reviews to securing air, water and construction permits; negotiating power purchase and off take agreements; and managing relationships with utilities, grid operators, local officials, regulators and the general public.
All of this is done before large amounts of capital are committed to the project or the first shovel of dirt is moved.
Finance and Deal Structure
Panda Energy International has financed more than $5 billion dollars of generating capacity, including the $2.8 billion simultaneous financing of the El Dorado, AR and Gila Bend, AZ generating stations, the two largest gas-fired, merchant power plants in the United States.
As lead developer, Panda has also partnered with such companies as: Northland Power (Canada), PSEG Global, China National Machinery Import and Export Corporation, Harza Engineering (Chicago), the Soaltee Group (Nepal), TECO Energy, FPL Energy and the International Finance Corporation, a division of the World Bank.
The company’s expertise in creating sophisticated financial structures has twice been recognized for “deal of the year” by International Financing Review and Project Finance magazines.
Engineering and Construction Management
Panda Energy has extensive experience in conceptual design and construction management. Our company has consistently brought projects in on time and under budget. When building the 2,250 megawatt El Dorado facility, for example, Panda constructed a 42-mile, 30-inch interstate natural gas pipeline, capable of moving 430 million SCF per day at a cost of $35 million. Panda built the pipeline under budget and on time, without using rights of condemnation, in 22 months — inclusive of permitting time.
Panda Energy has worked with many of the largest domestic and multi-national contractors in the world including: Duke-Fluor Daniel, Raytheon, Hawker-Siddley, Harbin Power Engineering, China Gezhouba Construction, and SNC Lavalin.
Operations
Panda has been a “best-in-class” operator of large-scale power plants for 16 years. Our company was recognized by ORAP, the Operational Reliability Analysis Program reporting system, as among the top performers of GE combustion turbine equipment in heat rate, reliability and availability. Our operations arm, Panda Global Services, established in 1996, has successfully managed more than 2,500 megawatts of domestic and international power generation facilities. Company-operated facilities have, in fact, consistently attained availability factors of more than 98 percent.
